
Tokushima Prefecture is the world's No. 1 LED-producing region, manufacturing approximately 60% of all white LEDs and approximately 25% of all LEDs world wide.


Tokushima Prefecture is working to become a center for optics-related industry by leveraging its status as home to a number of universities conducting state-of-the-art research in the field as well as the world's densest concentration of LED manufacturing facilities.

Tokushima supports companies through a range of promotion and incentive programs that are closely keyed to the needs of companies in the field. The diverse range of programs providing support for companies in the prefecture includes technical assistance from the Tokushima Prefectural Industrial Technology Center, and joint research facilitated by partnerships between industry, academia, and the government. The LED Valley Initiative seeks to position finished-product manufactures that develop and produce applied LED products downstream from LED (materials and components) manufacturers. This approach contrasts with the conventional structure of the automotive industry, where materials and parts manufacturers feed finished-product manufacturers upstream.

The following four capabilities have been identified as key in implementing the initiative by 2010:
A. Promoting the initiative
Building networks through partnerships between industry, academia, and government with the goal of promoting the initiative
B. Building the region's brand
Spreading information by encouraging academic conferences and international tradeshows to come to the region as a means of establishing a brand image of Tokushima as a prefecture with advanced LED technology
C. Promoting industry
Supporting research and development of applied products and products in new fields, fostering the development of human resources at institutions of higher learning such as the University of Tokushima and Anan National College of Technology, assisting in the establishment of LED-related companies, and helping local industry enter the LED field
D. Building infrastructure
Building sites for industrial plants; enhancing the functionality of roads, ports, and airports; and building human infrastructure

Based on the capabilities listed above, Tokushima Prefecture in 2015 should develop into a:
A. Region distinguished by advanced LED-related research and development
B. Center of light-related (illumination-related) industry
C. Transport base for light-related (illumination-related) products
D. Environmentally friendly region that coexists with the surrounding natural world
